Usually, you do not need to remove old attic insulation before adding new insulation.
If the existing insulation is clean, dry and still usable, it can often stay in place while new insulation is added on top. Old attic insulation should usually be removed when it is wet, moldy, contaminated by pests or badly damaged.
Natural Resources Canada follows the same basic approach: insulation that is still dry and usable can remain, while damaged or contaminated material should be dealt with first.
So the age of your attic insulation is not the main issue. Its current condition is.
When Should You Remove or Replace Old Attic Insulation?
Use the condition of the existing insulation to decide whether you need an attic insulation removal, a top-up or both.

Old insulation does not need to be replaced simply because it has been there for many years.
Before new insulation is added, any moisture, pest or air-leakage problems should be corrected. Otherwise, a new layer may simply cover the problem rather than solve it.
If your attic has damaged or contaminated material, old insulation removal may be needed before new insulation is installed.
Can You Put New Insulation Over Existing Attic Insulation?
Yes. An attic insulation top-up is often the better option when the existing material is still in good condition but there is not enough of it.
New insulation can be added to improve coverage and R-value without paying to remove insulation that is still doing its job. In many attics, blown-in insulation can also be added over existing insulation to fill thin or uneven areas.
The new insulation does not always need to be the same material as the old layer.
Before an attic insulation top-up, check for:
- Moisture or roof leaks
- Pest activity
- Air leaks
- Blocked ventilation
- Thin or missing insulation
If those problems are not present, adding insulation over the existing layer can be a simpler and more cost-effective upgrade than a full attic insulation replacement.
